Lyon-Turin base Tunnel – TELT issues contract notices

With the aim of assisting the project owner through to the launching of the Lyon-Turin railway line, TELT has published two contract notices for project management support services.

Concerns operational management support, technical assistance during the design and installation phases of the systems, as well as preparations for the operation of the cross-border section of the new rail link, are the contents of first contract notice that is open for submissions until June 19. With a total estimated value of €62.2m,this contarct is divided into three lots:

  • Providing support in supervising schedules, financial monitoring, and interface co-ordination, as well as in the organisation and administrative follow-up of the contract, the operational Management Support is for the integrated design, construction, and maintenance contract for the systems (Operational Site CO12).
  • Technical Project Management Support, which is due to provide engineering assistance during the design phase and oversee the installation of the railway and technical systems of the new line, including its two connections to the existing rail network.
  • Additionally, in order to anticipating operational needs for optimising both the design and construction of the infrastructure, support for future management and operation of the line is planned, with the assistance of a shadow operator, or virtual infrastructure manager. It is slated to support TELT across several key areas: organising and training the operations teams, managing traffic operations, safety, asset oversight and maintenance, and defining the strategy for path allocation and the management of the two international stations.

While June 17 is the scheduled date for openning submissions of the second contract notice, it’s estimated value is €1.8m and will concern economic consultancy services to support TELT on matters related to transport economics and socio-economic assessments in preparation for the operation of the infrastructure.

The contract notices, detailing the scope of services and participation requirements, are available on the EU public procurement portal.
