Copenhagen Metro M5 Two Consortia Shortlisted for Civil Works Contract

Copenhagen Metro M5 construction contract

Metroselskabet has selected two preferred bidding teams for the civil works contract for the first phase of Copenhagen’s planned M5 metro line in Denmark.

The prequalified bidders are the Havn5 joint venture, comprising VINCI Construction Grands Projets, Hochtief Infrastructure and Aarsleff, and the M5VE consortium, comprising Bouygues Travaux Publics, Razel-BEC and MT Højgaard Danmark.

Valued at approximately DKK 6.5 billion (€870 million), the design-and-build contract covers two bored tunnels, five cross-passages, five underground stations and one elevated station, as well as a ramp, a final shaft and approximately 2km of viaduct.

The two consortia are expected to submit their final bids by the end of 2027, with contract signing anticipated around the turn of 2027–2028.

Revised tender process

The initial construction tender was withdrawn in August and reissued in September following further discussions with the market. Metroselskabet revised the tender documents to clarify the scope of work, project framework and associated risks.

A competitive dialogue procedure will allow the authority to discuss proposed solutions more closely with the shortlisted bidders before they submit their final tenders.

Risk allocation remains a key element of the procurement process. The contract will include a target-price model for mechanical and technical installations and architectural works, alongside a binding requirement to reduce carbon dioxide emissions.

“We are pleased to be able to prequalify two strong teams with extensive experience from complex construction projects,” said Mikkel Kjær Jensen, Metroselskabet’s director of construction. He added that the next phase would focus on dialogue to refine solutions and establish a strong basis for the final bids.

M5 construction and opening timeline

The first phase of M5 is planned to open in 2036. A second phase, which will add three stations, is expected to open in 2045.

Metroselskabet has also shortlisted three teams for the M5 transport systems contract. These are the CAF–Holbøll consortium, with TSO as subcontractor; Hitachi Rail; and a consortium of Stadler Rail Schweiz and Colas Rail, supported by Aarsleff Rail, Per Aarsleff and CG Jensen as subcontractors and EGIS as sub-consultant.

The civil works and transport systems procurements form separate parts of the planned M5 metro line development.
