San Francisco Rail Extension – Aecom appointed as programme manager

In order to providing programme management and construction management services for San Francisco’s Downtown Rail Extension project, the Transbay Joint Powers Authority (TJPA) has selected Aecom and the Portal Connectors team.

Stretching the Caltrain service 3.9km from its current terminal at Fourth and King Streets to the Salesforce Transit Centre and accommodate the future California High-Speed Rail service, the tunneling and station project, known as the Portal, will be a key regional rail connection, forecast to serve an average of 90,000 passengers a day connecting with 11 Bay area transit systems after completion.

Also the responsibility of implementing an operating model to deliver a range of programme management and project supervision services will be up to Portal Connectors, a team led by Aecom and obtaining FTA funding, finalising the procurement plan in 2024, activating collaborative delivery models, designing and building the tunnel stations, as well as integrating the Portal with existing rail systems and operations are due to be the contents of this programme.

The location of rail extension is estimated to be mainly beneath the ground using cut-and-cover and mined tunneling underneath Townsend and Second Streets. Additionally, an underground station at Fourth and Townsend Streets along with the Salesforce Transit Centre’s basement levels, utility relocation, track and systems work are the subsets of this project.

While the first phase replaced the former Transbay Terminal in downtown San Francisco with the modern, multimodal Salesforce Transit Centre, this Portal is the second phase of the TJPA’s Transbay Programme.
