Announced by the Abu Dhabi Media Office on October 8, the agreement will assess opportunities to apply innovative underground construction methods as part of Abu Dhabi’s long-term infrastructure development plans.
The collaboration will examine potential applications for underground transport systems, utility tunnels and associated infrastructure, alongside advanced boring technologies and construction methodologies.
Agreement Covers Tunnelling Technology and Automation
Areas of cooperation include tunnel planning, automation, digital engineering, safety standards and operational requirements. The organisations will explore how these technologies and approaches could improve the efficiency and sustainability of underground infrastructure delivery.
The agreement was signed during LIVEX 2026 by ADPIC Director General Maysarah Mahmoud Salim Eid and The Boring Company President Steve Davis.
The Boring Company Explores Middle East Opportunities
Founded by Elon Musk in 2016, The Boring Company develops underground transport infrastructure using tunnelling technologies intended to reduce excavation costs and accelerate construction.
Its projects include the Las Vegas Convention Center Loop and the wider Vegas Loop network in Nevada, United States.
The Abu Dhabi agreement could provide an opportunity for the company to expand its activities in the Middle East. However, the collaboration remains at an exploratory stage.
No specific tunnel projects, alignments, construction contracts, budgets or delivery schedules have been announced. ADPIC and The Boring Company will assess potential applications for underground transport and utility infrastructure within Abu Dhabi’s future development programme.
