The project will connect the Dwarka Expressway at Shivmurti Interchange with Nelson Mandela Marg at Vasant Kunj and is being procured under India’s Hybrid Annuity Model (HAM). Technical bids are scheduled to open on 25 September.
The centrepiece of the scheme is a 3.14km twin-tube tunnel that the Indian Government has confirmed will be excavated using TBMs. Approximately 1.98km will pass beneath the environmentally sensitive Southern Ridge forest, with bored construction selected to minimise surface disturbance.
The tunnel will start close to the Shivmurti Interchange and emerge before the junction of Nelson Mandela Marg and Mahipalpur–Chhatarpur Road.
It forms part of an 8.1km corridor with an overall capital cost approved by the Cabinet Committee on Economic Affairs of Rs69.70bn. In addition to the bored tunnels, the project includes 980m of tunnel approach ramp, 554m of reinforced-earth approaches, 2.556km of elevated highway and 870m of at-grade road.
A further 1.8km elevated road is planned along Nelson Mandela Marg, together with additional flyover works.
The new link is intended to improve connections between west and south Delhi, including Dwarka, Gurugram and Indira Gandhi International Airport, while ultimately providing improved access towards east Delhi, Noida and Ghaziabad.
NHAI published the tender on 18 June and has subsequently extended the procurement timetable. The current deadline for bids is 24 September, with opening scheduled for the following day.
