VTA announces RFQ for BART Phase II Extension

The Request for Qualifications (RFQ) for determination of potential contractors, that are able to compete for award of the advanced design-build tunnel and trackwork agreement for the largest substructure project in Santa Clara County, California, has been published by the Santa Clara Valley Transportation Authority (VTA).

The expected date for commencing main construction of the four station, 9.6km (six-mile) extension, is 2022. The design and building of almost 8km (5-miles) of 14m i.d. (43 feet) tunnel, mined adits, ventilation and emergency exit facilities and three underground station substructures, will be the main duty of the awarded contractor of this tunnel and trackwork contract package. For the first time, such an innovative tunnel design will be applied for a single bore tunneling methodology for a transit project in North America. Also this contract will contain the preparation of the TBM.

The intended RFQ will contain four contract packages, consisting of Contract Package 1 (Systems), Contract Package 2 (Tunnel / Trackwork), Contract Package 3 (Newhall Yard & Santa Clara Station), and Contract Package 4 (Stations), which are extremely interface between each other and meanwhile this is the first RFQ to be released for the Phase II Project. VTA is responsible for surveying and scoring the received responses for specifying the best-suited and qualified responses to complete the tunnel and trackwork design and construction. The highest ranked respondents will be invited to submit proposals for the forthcoming Request for Proposals.

The local, regional, and state voters support Phase II Project significantly with their various funding measures for the project. The first agency which is going to apply for federal funding through the Federal Transit Administration’s (FTA) Expedited Project Delivery (EPD) Pilot Program is VTA. Moreover, a $125M budget has been awarded through the EPD program for this phase of project by FTA in 2019. The Phase II Project will cause a considerable reduction in congestion of one of the most job-rich regions in the country. Additionally, this project will spur significant job creation, as well as operating as a catalyst for near- and long-term economic development.
