Issued on 21 October 2026, the RFI seeks to identify qualified contractors and gather industry feedback ahead of the formal procurement process for the Automated People Mover (APM) Extension and Center Spine Project, designated Package T.
The proposed works include enabling construction and extending the existing underground AeroTrain tunnel and system to Concourse C West (Tier 2) and Concourse D West (Tier 3).
A second major component involves constructing a new underground central spine to provide passenger and baggage transport connections between the airport’s main terminal and its concourses.
The works form part of the wider Dulles Global Gateway programme, a phased redevelopment of the airport’s terminal, concourse and transport infrastructure.
According to MWAA, the AeroTrain extension will carry the underground system towards the western side of the planned Concourse D. The new central spine will connect the existing Concourse B, which is to be redesignated Concourse A, with the new Concourse D.
Construction of the underground transport expansion is expected to begin in early 2028. MWAA has also highlighted the need for close coordination with other construction packages, including Packages A, C and D, to minimise disruption to airport operations.
The RFI is intended solely for market research and procurement planning. Responses will help MWAA assess contractor capabilities, market conditions and industry interest before preparing a formal solicitation.
Interested firms have until 23 November 2026 to submit their responses.
The wider Dulles Global Gateway programme includes new and expanded concourses, terminal improvements and the eventual replacement of the airport’s ageing mobile lounge passenger transport vehicles through extensions to the underground AeroTrain network.
