A list of special specification for the civil engineering works for the northward extension of the Brussels metro Line 3 was published by Beliris on 14 October 2022. The estimated date for tenders is the first quarter of 2023 and five groups of international companies have been chosen in the first phase of the public procurement negotiation procedure.
Being stretched from Gare du Nord to Bordet, the special specifications of extension program of this line are:
- the digging process of a 4.5 km tunnel;
- the construction of 7 stations: Liedts, Colignon, Verboekhoven, Riga, Tilleul, Paix, Bordet;
- the connection works with the existing line between Gare du Nord and Albert, carried out in Phase 1 of the project;
- connection of the new line to the future Haren underground train depot.
In order to optimizing the project planning, decision of Beliris and STIB have is to commence the works tender procedure while the authorization procedure is still ongoing. Hence works can begin immediately after the release of the permit by the Region.
Considering that the project includes massive underground works in an urban environment and in the vicinity of operating tram and railway lines, it is technically very complex. In order to dominating this complication a two-stage procedure was opted for the public procurement. Despite that the intended procedure needs more time, it allows the construction companies to organize themselves and take the necessary measures to respond effectively to the assignment.
Due to the presentation of the certain offers, the specifications could face some changes during the negotiations that is slated to take place in 2023. It could in fact be necessary to adapt the specifications to any requests received during the project authorization phase.
