Revealing São Paulo Line 19-Celeste preferred bidder

Including Ghella, Odebrecht and Álya, the Via Celeste consortium has been named as the preferred bidder for the two lots on the city’s new Line 19-Celeste by São Paulo’s metro authority, Companhia do Metropolitano de São Paulo.

The consortium is the preferred bidder for Lots 2 and 3, valued at almost €1bn and €1.1bn respectively and each includes the design and construction of 5.8km of tunnel and five stations.

Stretching from the northern part of the city from Jardim Julieta to Vila Maria, Lot 2 will include a maintenance depot for the trains, whereas Lot 3 is going to pass through the heart of São Paulo, covering key areas such as São Bento and Anhangabaú, which is due to require to be upgraded to integrate with existing metro lines.

Additionally, installation of auxiliary systems such as escalators, elevators, ventilation, lighting, as well as safety infrastructure essential for the operation of the new stations, are the contents of this project.

The number of companies that participated in the tender was fifteen and they sumitted five proposals for each of the three lots. The date of openning  bids in electronically form was September 24, and currently are being reviewed by Companhia do Metropolitano de São Paulo. A decision is expected within three months.

The expected date for concluding the contract is early 2026 and construction is scheduled to commence in 2027 and be finished by 2033.

With 15 stations, the future Line 19-Celeste will be 17.6km long and its daily capacity for carrying passengers will be 630,000. As the first direct metro connection between Guarulhos, the second most populous city in the state , and central São Paulo, this new line is projected to save commuters around one hour of travel time and generate an estimated 28,000 direct and indirect jobs, along with an annual reduction of 131,000 tons of greenhouse gas emissions, according to the state government of São Paulo.

Ghella is already working on the extension of São Paulo’s Line 2-Green, a €640m project involving the construction of 6km of tunnels and three stations.
