CR23 will form the western terminus of the approximately 10km, fully underground CRL3 and will provide an interchange with the existing East-West Line at Gul Circle.
The third phase of the Cross Island Line will extend the route westwards from Jurong Lake District and includes four underground stations. Construction is expected to begin in 2027, with passenger services targeted to start in the late 2030s.
CR308 is among the first major civil packages to reach the market for CRL3 and marks the start of another significant round of underground railway procurement in Singapore.
Once completed, the wider Cross Island Line will extend for more than 50km and become Singapore’s longest fully underground MRT route, providing a major east-west connection across the island and relieving pressure on existing rail corridors.
