Announcing three shortlisted companies for HARP technical adviser role

Including FR JV and Partners comprising Fluor Ltd and Ramboll UK; Jacobs; and Turner & Townsend Infrastructure Ltd, a shortlist of three companies for the role of independent technical adviser (ITA) for the Haweswater Aqueduct Resilience Programme (HARP) was announced by United Utilities.

As the largest infrastructure project undertaken by United Utilities since privatisation and a project for  replacement of six tunnel sections, almost 50km, of the 110km pipeline that carries drinking water from Haweswater in Cumbria to Greater Manchester, HARP includes links to existing multiline siphons between the tunnel sections and associated facilities.

In order to increasing supplies of water into Manchester and the Pennines from the Lake District, the original aqueduct was completed in the 1950s, whereas the project is due to ensure the resilience of the asset for decades to come.

For handeling the design, build, finance and maintain part the replacement project of the six tunnels sections, United Utilities is seeking to appoint a competitively appointed provider (CAP), so the ITA will have a crucial role in ensuring that management of the CAP is assured and/or verified by independent parties. Identifing the preferred bidder will be the the next stage of the tender process and that will then be appointed as the ITA.

According to Neil Gillespie, United Utilities’ transformation and strategic programmes director: “The ITA role is key for HARP as the successful applicant will provide objective, independent oversight of the CAP’s management of project costs and delivery.”
