In order to advancing the George Massey Tunnel replacement project in British Columbia, three proposed teams have been shortlisted.
Considering that currently the request for qualification is passed, the teams are invited to submit proposals for selection to enter into a Design Early Works Agreement for the Fraser River Tunnel Project.

The scheduled date for announce of the successful design-build team is early next year.
According to minster of transportation and infrastructure Rob Fleming: “We are moving ahead on delivering improvements for the thousands of people who rely on this crossing each day and for better goods movement across the region. Advancing the new tunnel will also increase trade to the United States and support a vital link to Vancouver International Airport.”
An eight-lane immersed tube tunnel with three general-purpose lanes as well as a dedicated transit lane in each direction, are going to be the subsets of this new crossing, whereas the new tunnel is due to also feature a separate multi-use path for pedestrians and cyclists.
Due to advancing the Fraser River Tunnel Project through a progressive design-build with target price model, this approach allows design to progress concurrently with the environmental assessment. The project’s estimated cost is C$4.15bn (£2.49bn).
As the owner’s engineer for the tunnel, Cowi was granted the C$15m contract in February 2022 and its duties will be conceptualizing and oversee removal of the original four-lane George Massey Tunnel, which the company designed in 1959, and construction of its eight-lane replacement.
