Network Rail enders for North West and Central Capital Works Frameworks

Network Rail has requested suppliers to enter tender for large project contracts on its capital works frameworks for the North West and Central region.

Network Rail plans to put in place frameworks for the delivery of capital works, comprising civil engineering, buildings, and railway engineering, in its North West and Central region.

The North West and Central region operates from London in the south via the Chiltern and West Midlands regions, the northwest of England, and Cumbria before joining with Scotland.

The frameworks associate with the control period 7 (CP7), which covers five years from 1 April 2024 to 31 March 2029. The frameworks are split into categories and will be subject to procurement exercises in phases.

On 19 June, Network Rail issued contract notice for phase 2, which includes Framework Category A.

This category involves the design and build of great projects and contains two separate lots for projects with a value of £7M to £200M and £7M to £50M. Both lots cover the full North West and Central Region.

The initial term of the framework will be five years, with an option to develop the framework for another period of up to two years.

Lot A1 has an evaluated total value of £290M to £310.75M, while Lot A2 has a calculated worth of £85M to £89.625M over the full seven-year period.

The spectrum of works and services to be provided under this category is multi-disciplinary across the three disciplines of civil engineering, buildings, and railway engineering.

The civil engineering works will contain forming and protecting the railway corridor, including earthwork/geotechnical operations, structures whether under/over bridge construction, retaining wall structures, and ancillary highway modifications or projects.

The building works will involve works to depots, platforms and car-parks, current and new stations, operational and other line side buildings, including structures/walkways and systems related to such locations.

In addition, the railway engineering works will concern projects incorporating signaling, permanent way, switches and crossings, associated structure modifications, telecoms, and electrification work, and works associated with capacity and line speed improvements.

Also, this may contain the power supply and distribution of electricity for traction and non-traction use required for the management of the operational railway.

The scope of the works for the three disciplines comprise feasibility; survey, investigation, and reporting; option selection (concerning outline methodology); outline and detailed design (such as temporary works); implementation (like demolition); commissioning; hand back into maintenance; statutory consents and permissions; and third-party access agreements.

However, the projects to be provided under this category may be for the renewal, replacement, refurbishment, or enhancement of current assets or relate to new ones.
