Purchase of KL-Singapore High-Speed Rail RFI Documents Extended

Following extension of the purchase of the Kuala Lumpur-Singapore High Speed Rail (KL-SG HSR) project Request for Information documents throughout the concept proposal stage, the Malaysian government’s project delivery vehicle, MyHSR Corp, extended the process due to strong interest in the project at the KL-SG HSR RFI briefing on July 27. Almost 30 local and international firms have registered to purchase the RFI documents until now.

The deadline for the submission of concept proposals for the KL-SG HSR project is November 15 and the documents are available to purchase from tomorrow.

Alongside to representatives from Malaysian companies, the RFI briefing was attended by companies from the UK, Spain, Germany, Italy, the Netherlands, Australia, China, South Korea, Japan, Hong Kong, Thailand, and Singapore.

The project will be a design-finance-build-operate-transfer model.

According to MyHSR chaiman Dato’ Sri Haji Fauzi Bin Abdul Rahman: “The high-speed line was more than just a transport solution. It will form the major backbone between the Klang Valley and the southern corridor of Peninsular Malaysia, spurring developments of key economic centers, intermediate cities, high-value industrial parks, and many more.”

He also added: “Besides stimulating economic recovery following global headwinds and the Covid-19 pandemic, the project will provide a much-needed boost to our construction sector and its supporting ecosystem while creating high-value jobs and generating business opportunities for small to large-scale enterprises.”

While the date of agreement between Malaysia and Singapore on the project was 2016 and determined completion date was 2026, it was put on hold in September 2018, with both sides agreeing to halt the project until December 31, 2020.

Considering that no agreement was reached on changes proposed by Malaysia, On January 1, 2021, Malaysia and Singapore jointly announced the termination of the HSR project. Talks to revive the project started in the second quarter last year.
